To get into the details, the contract is valued at $950,744,520 and is designed to support the U.S. Submarine Industrial Base and help fulfill Foreign Military Sales requirements. According to the DOD, a substantial amount of funding—around $503,100,000—will be obligated at the time of the award. Notably, this funding comes from fiscal 2024 shipbuilding and conversion,(Navy) as well as foreign partner funds. One fascinating thing is that this money will not expire at the end of the current fiscal year. This type of funding flexibility is crucial in defense contracts, allowing for extended planning and project execution.
This contract was awarded on a sole-source basis, which means it was not put out for competitive bidding. The DOD justified this approach by citing that there is only one responsible source that can meet the agency’s needs for these specific supplies and services.
